After a long battle with colon cancer New Jersey's own Donald Payne, U.S. Representative, and elder statesman of New Jersey's congressional delegation has passed away at 77. With a legacy of accomplishments, Donald Payne represented New Jersey's 10th congressional district for 23 years. Payne was New Jersey's first, and only active African-American Congressman. His legacy continued with his family, Donald Payne Jr. (Newark's City Council President and Essex County Freeholder, and brother William was a former state assemblyman.
